In October 2017, the first shipment of wheat from India to Afghanistan was shipped through the port of Chabahar.  In December 2018, India resumed operation of the port.  Dubai`s nautical miles are 353 nautical miles (654 kilometers; 406 miles), Karachi, Pakistan 456 nmi (845 km; 525 mi), and Mumbai, India, is 843 nmi (1,560 km; 970 mi).  Pakistan`s deep-water port of Gwadar, funded by China, is also located on the Makran coast, just 76 nautical miles away. Gwadar also claims to offer access to Central Asia, and comparisons between the two ports are often made by analysts.    Ghani arrived in Tehran on Monday morning for an official one-day visit, while Indian Prime Minister Narendra Modi also witnessed the signing of the agreement. He is on a two-day official visit to the country. In 2016, India signed an agreement with Iran that included $8 billion in investments in the port of Chabahar and industries in the Chabar Special Economic Zone, including an aluminum smelter and urea plant, and a transit route to Afghanistan and Central Asia is being developed in the port of Chabahar.  India has already built a 240 km road linking Afghanistan and Iran.  A railway line linking Chabahar to the $11 billion Hajigak steel mine project in central Afghanistan, funded by India, is also planned, as seven Indian companies acquired the rights to the Hajigak mine in central Afghanistan in 2011, home to Asia`s largest iron ore deposit.
 The Indian government has promised Afghanistan to spend $2 billion on infrastructure development, including chabahar to Hajigaj Railway.  All this will bring cargo to the port of Bandar Abbas and the port of Chabahar and free Kabul from its dependence on Pakistan to reach the outside world, and India will have access to Afghanistan and beyond Turkmenistan, Uzbekistan, Tajikistan, Kyrgyzstan, Kazakhstan, Russia and Europe through a 7,200 km north-south multimodal corridor (INSTC).  August 11, 2017 – A Chinese company wins the contract for the delivery of cranes to the port of Chabahar. Nitin Gadkari, India`s minister of road transport and highways, also said Indian companies could potentially invest more than 1 Lakh Crore ($14 billion) in the Chabahar Special Economic Zone.  He explained, however, that potential investments would depend on Iran`s willingness to supply Indian projects with far less tariffs than those offered by Iran.  “We want to connect with the world. (The) agreement… can change the course of the region`s history,” Prime Minister Narendra Modi said after the signing of the agreement in the presence of Afghan President Ashraf Ghani and Iranian President Hassan Rouhani.
