Once an agreement has been reached, the Commission recommends that the Council sign and indicates whether it believes the agreement is mixed or not. The agreement then goes through a process called “legal recursition” and translation to result in a final version of the text. The procedure for ratifying the VA by the EU is defined in Article 50 of the Treaty on european Union. It is a two-step process. The European Parliament must approve the agreement. The Council of the EU must then definitively approve the agreement by a qualified majority. The Council of the EU is made up of representatives of ministers from each member state. The withdrawal agreement, which covers 599 pages, covers the following main areas: If the UK and the EU reach an agreement on a future relationship agreement, the agreement will have to be ratified. What does that mean? What does this mean for the deadline for an agreement between the UK and the EU? This recommendation does not engage Members when they vote, but it is a clear signal of Parliament`s will. Parliament must approve such agreements by a simple majority on that day in order to guarantee a minimum quorum of at least one third of the Members present.
Some agreements, such as the accession of new members to the EU, require an absolute majority of members of Parliament. After an unprecedented vote on 4 December 2018, MEPs ruled that the UK government was not respecting Parliament because it refused to give Parliament full legal advice on the consequences of its proposed withdrawal terms.  The focus of the consultation was on the legal effect of the “backstop” agreement for Northern Ireland, the Republic of Ireland and the rest of the United Kingdom with regard to the CUSTOMS border between the EU and the United Kingdom and its impact on the Good Friday agreement that led to the end of the unrest in Northern Ireland, including whether , according to the proposals, the UK would be certain that it would be able to leave the EU in a practical sense. Some believe that the absolute final deadline could even be slightly postponed. Given that the Brexit process is unique and the time required for ratification is not set, it is ultimately difficult to predict precisely the final deadline for an agreement.
